Haikou Customs Issues Over 10,000 Certificates of Origin in First Ten Months
According to statistics from Haikou Customs, the authority issued a total of 12,805 export certificates of origin in the first ten months of this year, covering goods valued at 7.543 billion yuan. This represents year-on-year increases of 3.9% and 11.3%, respectively. This document, hailed as the “paper gold” of international trade, is leveraging the combined effects of free trade port policies and multilateral free trade agreements to further propel “Made in Hainan” products into global markets.
Notably, the China-ASEAN Free Trade Agreement has emerged as a key beneficiary channel for Hainan enterprises, with both the number of certificates issued and the value of goods covered showing rapid growth. In the first ten months alone, Haikou Customs issued 2,434 certificates for China-ASEAN origin, covering goods worth over 2.236 billion yuan, representing year-on-year increases of 26.8% and 33.2%, respectively.
“Under the precise guidance of customs, the 51 China-ASEAN Certificates of Origin we applied for enabled our food packaging products exported to Southeast Asia to enjoy zero-tariff benefits, cumulatively reducing tariffs by approximately 236,000 yuan,” stated a representative from Greatech (Hainan) Investment Co., Ltd., echoing the sentiments of many enterprises.
"To ensure policy benefits reach enterprises swiftly and effectively, Haikou Customs has continuously optimized certification services. On one hand, through policy briefings and online workshops, we have thoroughly explained agreement rules and application procedures, reaching over 100 enterprises. On the other hand, we vigorously promote convenient measures like smart review and self-service printing. Twenty-three types of certificates of origin can now be printed independently, allowing enterprises to apply for certificates without leaving their premises. This achieves zero-delay certification throughout the entire process, significantly improving efficiency," explained the head of the Comprehensive Operations Section at Haikou Port Customs.
Moving forward, Haikou Customs will enhance policy synergy and empower businesses by advancing facilitation reforms. It will introduce targeted services for small and medium-sized enterprises featuring “policy packages plus practical guidance,” helping more “Made in Hainan” products access large markets like ASEAN and RCEP member countries through certificates of origin. This will translate policy dividends into tangible development outcomes for the Hainan Free Trade Port.
